Land Use Policy

The development of green areas and the fragmentation of continuous natural habitats lead to landscape changes, reduced biodiversity, and poorer opportunities for high-quality outdoor experiences. DNT works to preserve and ensure the responsible management of important natural areas, outdoor recreation environments, and landscape qualities.

The expansion of renewable energy, large cabin developments, and tourism facilities in the mountains causes extensive landscape changes. At the same time, green spaces near cities and towns are being developed, while changes in agricultural practices and climate change contribute to widespread overgrowth in mountain areas and cultural landscapes. Important natural and outdoor recreation areas require stronger protection.

DNT works to prevent the piece-by-piece development of Norwegian nature by advocating for:

  • A "Nature Cure 2030" (similar to the climate initiative Klimakur 2030), where nature and climate are viewed collectively.
  • Land use accounting and land neutrality (arealnøytralitet) in municipalities.
  • Increased expertise in nature and environmental management within municipalities.
  • The protection and preservation of larger forest, mountain, and coastal landscapes.
  • A national landscape strategy.
  • Boundary lines for forests (markagrense) or mountains (fjellgrense) in all municipalities to limit development.
  • Government initiatives and financial support to develop regional plans for important mountain areas outside of protected zones.
  • The mapping and valuation of outdoor recreation areas in all municipalities, making this data available in a national database.
  • Tools for valuing and pricing nature.

DNT contributes to the sound management of natural areas, outdoor recreation spaces, and landscape qualities by working for:

  • Sustainable management of protected areas.
    The maintenance of various cultural landscapes through active use, management, and minimal development.
  • Considerate use and effective preservation of historical travel routes in the landscape.
  • Certification schemes for sustainable forestry that protect nature and outdoor recreation interests.
  • Management plans for outdoor recreation trails.
  • Better legal protection for hiking trails in legislation and management processes.
  • The adaptation of trails and route networks to account for climate change, specifically regarding landslide and flood risks.
